Disk and flash consume power continuously whether or not anything reads them; a cartridge on a shelf consumes none, has a shelf life measured in decades under reasonable conditions, and scales capacity by buying more cartridges rather than more drives. For a compliance archive that grows monotonically and is read a handful of times a year, that difference compounds into the deciding factor. Cloud archival tiers are the same economics wearing a different interface, and often the same media underneath. A property that was never a design goal has become the strongest modern argument. Data on a cartridge that is not in a drive cannot be reached by anything on the network, which makes it immune to the failure mode that has done the most damage to backup strategies in recent years: an intruder with administrative credentials encrypting or deleting the backups along with the primaries. An offline copy is not a clever control, it is a physical one, and physical controls do not have configuration errors. The failure mode worth guarding against is the one that always applies to archives — an untested restore. Media that has never been read back is an assumption, not a backup, and the interval between writing an archive and needing it is long enough for the drive generation, the software that wrote the format, and the person who knew the procedure to all have moved on.
