The third, and the most speculative, is capability retention — the belief that a country without domestic access to frontier-scale compute will gradually lose the researchers and companies that need it.
The recurring failure mode in these programmes is not procurement but utilisation. A cluster is an operating asset, not a monument: it requires scheduling systems, user support, storage and networking sized to match, and a pipeline of research and commercial workloads substantial enough to keep it occupied. Programmes that funded acquisition generously and operations thinly have produced facilities running well below capacity while would-be users found the access process harder than renting commercially — the compute existed and the bottleneck simply relocated to the queue in front of it.
Depreciation makes the timing question sharper than it is for most infrastructure. A port or a transmission line is useful for decades; an accelerator fleet has a competitive life measured in a handful of years, after which it is still functional but no longer the thing anyone wants to train on. That mismatch between the political timescale of an infrastructure programme and the technical timescale of the asset it buys is the structural tension in every one of these announcements, and the one that will determine which of them look prescient in five years.
